While there are different reasons that someone could get served, one of which most people don't think about in the moment.

The biggest difficulty some process servers experience is that no one wants to answer an unknown number. We are all guilty of it, seeing a number we don't recognize and letting it go to our voicemail which is full and we have no intention of emptying.
If you call 911 about being a witness to something, maybe give that random number a chance and see if it is something important.
If nothing else you can always have a little fun with the spam caller and take up time they would spend scamming a little old lady.
